This determines if we allow Members to have Separate Treaties within the Federation.

Allowed
Federation members are allowed to sign diplomatic agreements with empires outside the Federation.
Prohibited
Federation members are prohibited from having Research Agreements, Migration Treaties… with empires outside the Federation.
